    Georgia State OMB (8 July 1998)—discussed implications of implementing sentencing guidelines similar to those in the federal system.
    Maryland House of Delegates Judiciary Committee (20 October 1999)—testified about Maryland House Bill 736 that would allow citizens to carry concealed weapons.
    South Carolina Lottery Impact Commission (22 August 2000)—discussed Georgia's lottery-funded merit-based aid programs as South Carolina considers adopting similar legislation.
    Klein v. Leis (October 2000)—testified as an expert witness in a case that challenged the Ohio concealed carry laws as an infringement of the Ohio Constitution.
    Georgia State Office of Planning and Budget (June 2002)—discussed my research on HOPE Scholarship.
    HOPE Scholarship Joint Study Commission (September 2003)—discussed my research on the HOPE Scholarship before the legislative committee that was charged with reforming the program to keep it financially viable.
