NATURE OF WORK
This is highly responsible technical and clerical work in the administration of a personnel program.
Work involves considerable responsibility for assisting in the administration of the various elements of the personnel program, requiring the independent application of a thorough knowledge of personnel and related rules and regulations. Duties of an employee may include participation in recruitment, maintenance of personnel records, preparation of personnel reports, processing workers compensation claims, and assisting in classification and in salary surveys.
Work is performed in accordance with policies, rules, and regulations and with considerable independence of action. Employee provides guidance and assistance in the technical aspects of the work of lower level assistants.
ILLUSTRATIVE EXAMPLES OF WORK
Participates in processing and auditing Personnel Action Requests ensuring their completeness and propriety; makes proper corrections when necessary.
Assists department representatives in preparation of requests when necessary; explains pertinent rules and procedures.
Maintains a current personnel report in cooperation with computer services; maintains control listings of vacant and occupied positions as well as current status of all employees; provides authorized information from records.
Processes garnishment papers; consults with employees on this matter; supervises the processing of workers compensation claims.
Screens and recommends personnel for employment; interprets personnel policies and procedures to employees and subordinates.
Supervises and assists in the preparation of a variety of special reports on such subjects as current personnel reports, work performance, job analysis, job evaluations, and injuries.
May supervise and assist in the operation of the Employee Benefits Program.
Assists in the auditing of individual jobs to check the propriety of evaluations, assists in conducting wage surveys.
Performs related work as required.
DESIRABLE KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of public personnel record systems and procedures.
Considerable knowledge of modern office procedures, records, and techniques.
Considerable knowledge of the general rules and regulations of the institutions' personnel system.
Some knowledge of the wide variety of occupational categories utilized by a large complex institution.
Ability to plan, assign, and supervise the work of a small staff of clerical assistants.
Ability to prepare operating and statistical tabulations and reports.
Ability to establish and maintain effective working relationships with other employees and the public.
DESIRABLE TRAINING AND EXPERIENCE
Graduation from a standard high school, preferably supplemented by college level courses in personnel administration and considerable experience in general office work including supervisory experience in personnel office work; or any equivalent combination of training and experience.
