Tim Samples, a professor of legal studies at Terry and expert on Latin American energy policy, has been heavily quoted following Mexico's recent passing of a sweeping energy bill that ends the state's decades-long monopoly on oil and gas.
"It's pretty comprehensive, an opening across the board, not just oil but also natural gas and the electricity sector," Samples told the L.A. Times. "This has the potential to reshape Mexico as much as NAFTA."
